A Waterford can be quite severe, which if your dales x cob is sensitive might upset him more? It sounds like a different instructor would be an idea if you feel you're not progressing with your lessons.
Either that or you self insure? I know of people who set up an account with their vets, and the owner just pays a monthly amount into this account for any vets fees which crop up. Paying an insurance policy monthly, the interest rates aren't massively high

I have heard of loans where tack is not included, however majority of cases tack/rugs go with the horse on loan. If you're reluctant to send the WOW with the horse, why not send a cheaper saddle fitted to the horse?
And as for 'freebie rugs/ tack' when buying a horse, they're not usually free...

OP I know you mention about the lady who owns the yard being timid etc and not wanting to get involved. But the fact this situation is causing friction amongst everyone else hence people not getting along.... Perhaps have a word with the yard owner and explain what is going on, and maybe suggest...
Need to stock up on winter T/O and stable rugs for the cob, which brands fit cobs best? Always liked the Amigos on my TB but suspecting they may be slightly too snug on the new boy!
New cob is currently barefoot, he is a tad porky and unfit currently. His new management with me will consist of mainly hacking on grass tracks with some roadwork, also schooling on a mixed rubber/sand surface.
