I think that you are being more than resonable..... in fact I think you sound like a very good person to loan a horse from! Somebody that doesn't just pretty much dump everything on the loaner. You stick by your guns... at the end of the day if it's meant to be then it's meant to be :)

I'm neither for or against.... it would be a good idea however It wouldn't work because the people who generally don't give a crap about their animals and are the ones who are likely to dump them etc arn't exactly going to suddenly start following the law. They just wouldn't bother having it...

It is do able but like others have said in order to be recognised as a ride for others horses (those with more money) you need to be competing already at a fairly high level and if you don't have the money for the horse, lorry, entry fees etc etc you just can't do it
