Do they hook onto a surface as they do it? In which case it would be crib biting. I've got one who does it, never affected his performance. His dam did it so it became a learnt behaviour for him, so worth checking how long and where it started.

Yes it's fibre based so should be fine. We've all seen our horses hoon around the field, get incredibly sweat then start munching on grass and be absolutely fine
I don't think you should consider selling him, he's baby and babies have blips. The change in behaviour is most likely his confidence, if he picks up you're heart rate is slightly higher etc he won't feel as relaxed.
Given his height, I don't think hopping on and pottering him around for now...
