Agree and a lunge line or long lead rope, that way he can't get away from you. Also spend some time working with him on the ground - make him stand, back...
I have to say I am inclined to agree with icestationzebra. Sweating probably doesn't help but your saddle does not fit if it leaves your horse with these sores.
