From what I've seen, tennants will need to reapply to their landlord for permission to keep their dog and there's no obligation on the landlord to accept.

Re Dogs being PTS - I think the main issue is that a) quite a few landlords have said they don't want the dogs in their properties, leading to a lot of them being handed over to rescues and b) as of today, rescues in England can't re-home them at all as per the regs. So any left in English...
