Unsure what you mean by switch ownership of the mare without both parties signing. The covering certificate for the foal has nothing to do with the passport for the mare so I’m confused on your point - could you further explain please?

Do you feed her salt daily at 10g per 100kg body weight? It may be she’s struggling with potassium imbalance.
New owner has the covering slip however (3) has recorded themselves as the breeder and owner and the registered society is refusing to change without written consent which will not be forthcoming.
Is the breeder (to be recorded on the foal passport):
1) the owner of the mare at time of insemination
2) the owner of the mare at time of foaling
3) Repro yard owner who had mare on livery to get in foal and provided advice on which stallion to use
