My boy had his tail chewed off. It took a year to fully grow back but what I found extremely helpful was pig oil. I would put it in at night and wash it out the following day or weekend. Also don't be afraid to give it a small trim as it will encourage new and faster growth :)

If he/she is happy to lead without being stressed I would say any time.
