As far as I understand, the flu cases are not in Sudbury at all, they are in the Bromley area. The vet practice who diagnosed the case are based in/near Sudbury but the cases are apparently not in this area directly.
I agree with Glenruby, sadly a bandages should just NOT get wet, and there is a reason vets ask for box rest with bandages. Black tape is certainly not waterproof enough to keep a bandage dry. If the bandage was wet it would have constricted (vetwrap shrinks when wet, and cotton wool underneath...
I agree with what has been said above, dental radiographs are often sent off for 2nd opinions, it is fairly standard practice for this to happen and if I were you, I would be happy they are seeking specialist advice (Although unlikely from a dentist! more likely from a specialist equine...
