I see no reason not to work a 3yo unless it is not mature enough. If you are going to work a youngster then why work it in any way other than correctly- ie forward and with a good mouth (or 'in an outline'). Some are mature and crack on, others need to be started then turned away, others need...
I think she is looking quite mature personally, she'd be ready to go now! What I would say is, if you are going to send her away to be broken I wouldn't be doing anything - leave it at what you've done, as long as shes handleable (is that a real word?) she has done enough to be handed over. Also...

Can he go younger and smaller?! I know a 15.3hh 4yo - totally quiet safe and sane (leads out other babies etc.), has hunted in ireland (genuinly - photos to prove!) in surrey. Not spindly sort, pm me if may be at all suitable!
I'm sure they are out there, but if a seller can get 7k+ for a horse with a fairly clean slate then why would they take less! Something happily gone round a few PNs can snap up £10k in a blink! Plus any amateur/rc suitable type price is gonna go up, old news but people pay a lot for safety!
If you havn't already found someone, I'd highly recommend charlyclothierhorses.com, she has a small yard in Surrey and tons of experience, I've seen her do a few and she takes her time to do them properly. She also has a wealth of experience showjumping so they have a good grounding.
