I have had two horses on separate yards. I would never, ever do it again. Its just appalling. These yards were only four miles apart, but it was sooooo depressing, particularly in the winter months.

Each to their own. I prefer to "store clean bedding" in the plastic bale it came in, and put a fresh bale in once a week! My stables are immaculate, so I guess it must work.
I don't have them at all for either of mine, they are both on shavings beds and rubber matting. In order to be any good as an anti-cast measure, the banks have to be phenomenally large, and I would rather they had more room in their stables than a few square inches to stand in! I have never have...
I would stop using it, send her a registered letter saying that her saddle is ready for collection, and is now at her own risk eg you are no longer insuring it.
Then source the saddle from somewhere else.

The OP has raised a genuine concern. She hasn't stated she is nervous/novice, or otherwise incapable, she has raised a very valid point about handling other peoples horses, and the potential for things to go wrong.
