That is SUCH a crappy situation!
I was in an almost similar situation (just no where near as bad!)... there was a horse I had always liked put up for sale because of sharpness. It was especially bad with traffic which is quite an issue for a cart horse.

At least the highway code does state ALL horses should be passed slowly - we shouldn't have to signal. Except when asking traffic to stop if things arent going well or a combine harvester is passing (even I am scared of them! )
Ok so it sounds like people are a little confused about hand signals... if we dont know there is little hope for the rest of the population.
