I'd take him off lo-cal and use either topspec anti-lam or top spec lite. Take him off the sunflower seeds as well. soaking the hay is also a good idea but don't reduce his hay too much. Dont forget that a horse has a need to chew so could you get some straw to put in a hay net to keep him...
