you could try wrapping electrical tape around the boots for a tighter fit. never had this problem myself but I do believe it has worked for many people :)

They're not the most generous fitting bridles! A friend of mine has a prestige in full size on her 15.3 TB while another friend has his 14.2 pony in a cob! So I'd probably say go with full size!
Agree with the other suggestions that an eggbutt might be useful as it is more stable in the mouth. or try a different mouthpiece such as a single jointed or mullen to reduce movement.
