    Seeing that I would say incorrectly buckled grackle. Don't think my browsing of the inline tack shops (including weird and wonderful) has thrown up anything like that. Looking up figure 8 cross under bridle just brings up normal grackles for me. Cross under bridle brings up bitless bridles.
