How many horses? If not too many, colour coordinate the stables instead. We have 7 & each horse is assigned a colour for headcollar/leadrope, haynet & buckets. Might seem a relatively large expenditure but it's the most effective, most safe way and will save replacing broken/lost tags often.
Bad thing about 'unwritten rules' is that they aren't here nor there so what you actually get is a bunch of people governing themselves.
Personally I prefer black & white rules and more importantly, common sense.
