Just had something very similar to this on my girl but in my case it was on her face and under her jaw with no swelling. You need a vet. My girl had to have steroid and antibiotic injection plus course of antibiotics along with washing of the scabs every day with hibi scrub followed by steroid...

Just to resurrect this, I've been recommended to feed a tablespoon of this to my mare who has arthritis in one hock (she's 16.3hh) tonight. They also said to bulk buy from asian shop with postage (which is fairly quick I believe) less than £13 delivered. Here's the link for anyone interested...
