Travel loose, preferably with a sensible companion. At the stud I used to work at, foals were travelled loose with nothing for them to get tangled on, e.g. the buckles of a headcollar getting caught on a hay net.
My first horse used to do very similar, and to be honest I was 10 years old and not the best rider, he was nearly 16hh and very strong, so trying to fight him was useless.
The only way that I could get him to go forward (which did cure his napping, after I'd had him for 6 months he never did it...
