12hh cob at 9mnths

So I brought a little cob colt yesterday he’s a gypsy cob colt he stands at 12hh currently mum was 15hh dad is 13.2 (but is from loin king bloodlines which breed bigger apparently... not sure how true that is as I haven’t even heard of him). We are hoping for a 14.2 minimum....but I’m thinking 14hh is more likely...we were told 14.2+ what’s the chances?
