14/28 day planning rule

This came to me via other interests, its a consultation paper on changing the 14/28 day planning rule (amongst other things) that could effect the rules on whether events are allowed on land without change of use.
For those that organise events/shows/ car boot sales etc on their land it could be worth getting advise on!
Bottom of page 10 through 11 is the main interest.

Anything that makes it easier for country people to make a living and encourage growth of business opportunities has to be a good thing.

For too long planners have stifled entrepreneurs with petty rules and glaring inconsistencies.
