14" saddle for mini shetland?

Would a 14" saddle be too big for a mini shetland?

I've currently got a 12" Thorowgood cub saddle on him but my daughter who is just 2 and is only just starting out hasn't got anything fixed to hold onto at the front, i've been looking at the wintec kids saddle
http://www.rideaway.co.uk/-wintec-kids-saddle which has a fixed handle but I think it would be too big? But then is 2" different much difference?

I would say too big. My 11hh pony is a 14'' but even that looks bulky on him

I'd say no bigger than 12'' on your pony
 
There are lots of different syles of the Cub saddle (not sure if its redesigns over the years or different models) i have one with a handle (soon to be for sale ;)) And ive seen a few with differing types of handle too
