this person who offered me the 2yo is now offering him to me for free; however we cannot afford another livery bill.
i am really sad because if i dont take him he will just go to a dealer

Afraid I'm not up to speed on your situation/the 2yo's story, but it sounds sad. I know I'd be jumping at the chance of a free horse, regardless whether i could afford it or not, as I'm a sucker for any animal and would have a zoo had I not a husband! So you are being very brave, reasonable and level-headed by being able to see the expense side of things, not just the sob story. And a 2yo is not going to be much use for quite some time, so will be a bit of a money pit.
And remember, not all horses who go to the sales/dealers end up having a bad life, some, in fact probably most, go to caring homes.
Don't burden yourself with something you really don't need, or let your current horse/s suffer at the expense of another one.
