3rd vet still no luck

Hi, my 5 year old horse is 16.3 hh big Irish draught, one morning in April I get to yard feed turnout then looking at him walk up field something not right pawing the ground and just walking round , bring him back in temp fine then take him for the grass outside field cant get his head to the floor just pawing the ground vet called looked horse over then sends us to rossdales for neck X-rays and bone scan all ok they found horse is lame on right hind, they said neck was tissue damage with time will heal, fast forward to August horse starts doing the same thing having trouble putting head to floor call vet this time we went to RVC on the 14 th vet gave 6 steroid injections 3 each side of neck said come back in 6 weeks anyway sat just gone horse starts having trouble again with neck again and still lame horses has has 5 months off ridden work and living out 24/7 .

Forgot to say horse has been to my local vet and had lameness work up with nerve blocks but couldn't fine out why horse is lame .
