A horse which TIES UP in the cold/ Seizes up??

Would you buy a horse which does the above?

Also could someone explain this? The horse has to be kept in and warm but if in for too long and gets cold it 'ties up''
Any suggestions on this?

No, run a mile. The horse will take a huge amount of management with getting the right diet, exercise, rugging programme, massage/physio needed regularly. There are lots of other lower maintenance horses out there that won't break your heart and bankrupt you on a regular basis (well, not for this reason anyway )

No way would I buy a horse with those symptoms. Not when there are so many healthy ones available. There are various conditions it might be, all of which take considerable management.
