Abandoned Gypsy Horses

I have just seen the worst thing ever. Walking past where two gypsy horses are kept (bay+dark bay) they started neighing at each other. They then started biting each other until dark bay got its leg stuck in the barbed wire fence (Roughly every foot high is another strand of barbed wire). It kept pulling and pulling until its leg became free ,meanwhile fence had nearly fell over. As I walked over to see if it was ok I saw that it had cut all the back of its front left foot open and could hardly walk (Both horses are extremely skinny and dark bay's feet are in need of a good trim) I really do not know what to do. Any advice please.
 
Tell the owner if you can find them and/or phone the local police.
They are responsible if abandoned.

agree with the other 2 posters - report to ILPH (or local equine welfare assoc if you have one nearby as they will have local knowledge). please don't look for owners or try to help horses yourself, get the experts in (they usually act very quickly)
 
I will NOT look/confront the owners and I will NOT go near the horses as when I was little I got kicked by a gypsy horse and nearly broke both femur's.
 
yeah seriouly dont approach the owner, they could be dangerous call the RSPCA and inform ilph. the RSPCA will take faster action and then the ILPH team will finish it off. PLEASE HELP THEM !! or give them to meeeee !!:D

I can second that about the ILPH as I reported a case to them recently and they were brilliant.
I hope the horses are ok and get the treatment and attention they so desperately need x

Please call the ILPH not email!! The email may get lost in cyberspace and ILPH receive thousands of emails a fay and may take a few days to get to it!!

Call them. I did it recently about a couple of horses, their call centre took the message and I got a call-back from the local welfare person within a couple of hours.
