There was a post about this a few weeks back, might be worth searching a bit lower down.
I think is was star that clarified thigs.
Sedalin is ACP, but it is a syringable gel formulation. It is the only ACP product lisenced for use in horses and as such vets are supposed to prescribe this and not ACP tablets.

correct! ACP is not illegal. ACP is still readily available for horses in the form of Sedalin. The tablets were never licensed for horses and as there is a licensed alternative (Sedalin), the cascade requires us to prescribe this. The cascade is the law and they have tightened up on it recently. Some vets are still quite happy to break this and they are the ones who'll give out ACP tablets.

Hi, I work at a vets ( well obviously not that hard as am online!) and you can get acp tablets but as with all POM drugs not MEANT to just dish them out but most I know do if a known client. Sedazine and Sedalin are just paste/gel ACP so supposedly quicker to take effect as dont need to wait for stomach to break pills down.

i know you can get ACP tablets, but it's not just that they're POM - it is breaking the cascade to give them because the gel is a licensed product and the tablets aren't and the cascade says you MUST use the licensed product and cost is not a reason not to give the licensed product, as was distinctly clarified in last weeks Vet Times.
