advice about neighbours dogs please

please could someone tell me whether l could report my neighbour to rspca,his dogs basically live in the garden all day everyday.They curl up by the back gate and l feel so sorry for them.I dont know if they have a kennel as l cant see the whole garden,is there any thing l could do,l dont want to fall out with neighbour

You could quite easily report him to the RSPCA but if they have food, water and shelter they wont do anything.

As your not sure about the shelter I'd give them a ring any way. Be careful though, as even though they're supposed to be anonymous my friend tried to report a pony and they wouldn't accept her call if she didn't leave her name. Don't want to cause trouble with a neighbour if they turn nasty.
 
Doubt your neighbour will thank you and if you do report them for having their dogs outside then I think they may well fall out with you. As the previous poster said, it is never totally anonymous I'm afraid and if the person guesses who reported them, the officers aren't allowed to lie.

Are you on friendly enough terms to talk to the neighbour about it? It could be that they don't realise how miserable the dogs look as they will only see them on their return, when the dogs are up and wagging their tails. And you could point blank ask them if they have shelter, saying you thought it was the law now and you wouldn't like them to get into trouble!
 
As long as they DO have shelter I dont think its a cruelty case. Although the thought doesn't sit well with a lot of people - the dogs are most likely fine.
Its probably worth just asking.
 
I guess l am being a softy and feeling really sorry for them hunched up in little balls by the back gate, l guess working/guard dogs are possibly kept the same,its just hard when mine sleep by a radiator!

Up to a point - they should still be given beds off the floor. They will never be warm lying on concrete.
 
SAme problem as mine, with neighbours dog, left for 13 hours outside, then gets 15 min walk (which owner considera a LONG walk) As far as the new Animal act is concerned, it looks after the physical needs but not the mental ones.
