My daughter has a 13.2hh welshie who is completely reliable, but she wants to showjump and the welshie hates doing it! She now wants a 15hh horse but isnt that a little big for her?

Depends on her size, leg length etc and the build of the horse. My sister loaned her 15hh horse to a girl who had just lost her 13.2 and they hit it off straight away. Ended up buying him.
