Age restriction on buying fly spray

Has anyone seen this anywhere before?
The other day i saw all the bottles of fly repellent had stickers on saying you must be over 18 to buy it, i've only ever seen it in this one store and thought it was rather odd.

Possibly due to the possibility of solvent abuse?
