Aging a horse by teeth

Hi all, I have recently bought a cob mare who has not been that well looked after in her past, she came to me with un trimmed feet for at least 18 months, no vaccs, teeth???? I am slowly ploughing my way through all of these issues! (She is a gorgeous horse, no bother, and settling well here with me) my vet feels her weatherbys passport is a duplicate! bad her teeth show older than her stated 17 years! Or could this just be that her life has not been good so far???? Any advice!!
 
Over the years I have met several horses whose age I knew but whose teeth said something different I even knew a three year old who aged at two despite being a full year older I simply don't use teeth a an indicator of age any more.
