There is still no compensation for horses that have the disease and have to be put down. This makes the likely control of horse movement all nigh impossible as unlike farm animals most horse owners have transport immediately available and will break the 100km zone to protect the horse they love and that they have a high emotional investment in and if the horse was very valuable in excess of 10000 pounds the will certainly move it . In Portugal the outbreak was eliminated and this was done by giving compensation. The EU pay half the cost in any case.
 
If your Horse as AHS you likely will be putting it down for its welfare reasons.I find it hard to believe that people would be cruel enough to transport a horse with this sort of disease anywhere but a hospital.

Its not a nice disease and there are very high mortality rate in susceptable population's like in britian and ireland.
The EU have a vaccine bank availaiable if there is an outbreak anyway so a cull like Foot and Moutgh is highy unlikely.So what's the issue?
compensation and control's etc will generally be decided in the face of an outbreak.
So why worry and spread panic about them now?
It definately wont help the situation if AHS was here.
