All weather turnout surface

Am looking at doing an all weather surface for part of my turnout area and by the the entrance to the field shelter and stable. I have been told that a layer of gravel and then woodchip is good, but something about the gravel does not sound right to me. What would be a good surface, or would this work? Thanks
 
Gravel on top of mud won't work it will disappear without a trace.
Personally I would take off top soil, lay a membrane (the strong, cheaper stuff) lay a layer of rubble & get that whackered down. Then a thin layer of road planings..get that rolled & whacked. Finally the wood chippings.
 
Remember to take the poo picking into account. I had mine out on sand for a while and it was hell, mainly due to one of my horses who liked to mix the poo with the sand. If I was making an all weather turnout from scratch, I would have the area around the hay feeder (where they poo the most) concrete and then a softer sand/wood chip area in the rest of it.
