amigo headcollar sizing

Hi does anyone know how these come up size wise? Ive got to order it online and my horse is between cob and full. He wears cob in hy and shires headcollars but they are using the 2nd holes from biggest. Thanks

My 14.2hh NF mare has it in full as cob was too small, same with rugs, shes a size up x
