Just heard from local YO, that everyone who transport horses to shows etc, has to qualify under this new Act. I thought it was only pro riders and horse transport firms.
Anyone able to clarify
Do we all have to get qualified to go anywhere?
I'm sooo impressed if this is true, as if we don't pay enough tax.

Technically if you are transporting other peoples horses then yes you should. In practice if you take a friends horse and she gives you diesel money as I understand it you should be ok.

I wouldn't of thought it applies to you if you are just taking your own horse out and about. It is for those transporting animals by road for commercial gain i.e farmer taking cows to market on journeys over 65km.

It only applies if you are doing it as part of a commercial enterprise. You can take your own horses and you can take a friends horse for diesel money. A grey area is if you are transporting someone elses horse and they are not present. One of the problems is that the more official people you ask the more differing answers you get. It is actually a very easy computer multiple choice test to pass.

You cannot take diesel money for a friends horse, that constitutes 'hire or reward'
