Nope, just something to earth it. I use an old screwdriver poked into the ground. Connect green cable to the screwdriver/earth and red cable to the tape.
It generates power from sunlight and charges the battery that is included in the kit. I have used mine over four acres for five years and never had a horse go through a fence. One particularly gloomy winter I had to switch it off during the day to let it charge because it flashed red warning it was running low. But no other issues. Highly recommend ?

You can also charge the battery using a charger if necessary (e.g. if you've stored it away from sunlight for too long) but I've never needed to
