Another old horse looking for a home preloved

Why do people think their old/unsound/unwanted horses should become someone else's responsibility?
Surely its better to PTS instead of possibly subjecting them to a life of misery....

PTS costs money. From what I have seen lately some people are too mean to pay out that last little bit of gratitude for an old friend.
 
Not everyone who sells their old horse just wants rid of it, suituations happen, people have to sell their horses no matter what age.
I know this is not always the case and yes sad, people are interested in older horses for company and to teach riders on, how do we get around someone selling on an old horse that is in pain and will never be sound..vetting.
Would people vet an old horse?
