Any Advice on Head shaking?

I have a high withered TB 18yrs who hunted all season lastly end of Jan, 2 days after hunting the horse started shaking his head from side to side, more so when riding but does do it in the paddock and stable also
Things i have tried:
Teeth looked at 2 times
Back looked at 2 times
x2 different vets look over him
Antibiotics and painkillers for 10 days
Nose net no difference
Saddle re stuffed but not been ridden now since his last back check 4 weeks ago and rested no ridden just turned away
Changing hay to haylage no difference, also monitored all feed and no difference

My only other thought was a hairline fracture possible wither or poll, he has been different to pick out his back feet but no lameness. He is a roller in stable and field

Any advice suggestions would be warmly welcome, im at a loss, only thing i havent tried is box rest??
 
Teeth/Head xrays and/or nerve blocking the facial nerves may at least limit the possible problem area. Hope you get the horse sorted.

I have had his teeth done twice and nothing. Head xray is a possibility and nerve blocking. Sinus have been checked and clear
I have had 2 physios look at time and no muscle pain anywhere, also had ear wax taken which came back clear from yeast and a course of ear drops
