I have just bought an old wreck of a cart of ebay which I am hoping to do up as a display item for my dad's butchers shop.

It doesnt have any wheels on it atm, although I have been told that the ones on it were 4ft diameter.

My horse is not broken to drive, but if we have a cart, it is something I might think about (I dont need any lectures about how to/how not to break him to harness, this is purely speclative).

Assuming that he will fit into the shafts, what size (Wooden) wheels would you need on a cart for a 17hh horse, assuming that you could fit bigger wheels onto it than original.
 
It depends where the shafts are in relation to the body and axle. You need to have the shafts exactly horizontal to the ground when the cart is attached to the horse, and they should be approx 2ft down from the wither. Here is a pic of my 15 hand stallion in a gig with 54" wheels.

For a 17 hand, you are going to need some BIG wheels!!
 
A large horse does not necessarily mean you need very large wheels. There are various factors to take into account.
 
he is 17hh at the wither, and slightly high withered so may not be that bad.

I havent been to pick it up yet, it may not be suitable for him at all, just if I am doing it up, it makes sense to make it useable for him if i ever get the urge!
