Any idea what this is-pic

What do you reckon all this bumpy scabby stuff is? Its only on one side of him and just above his tail. He has it every so often and it just comes and goes. Its not causing him any discomfort either

Our vet reccommended cold hosing/icing twice a day helps. If it doesn't go a vet would prescribe antihistamines. If it isn't causing him any pain though I expect they will go within a few days
 
Looks like it is a mild kind of rain scald similar to mudfever but on the body.
Looks mild enough, but if you want to do something you could clean with Hibiscrub or similar (Iodine based is good) and get rid of the scabs. Best to leave the Hibiscrub / similar on for 5 mins or so before rinsing
 
My coloured pony came up like this many years ago (just on his white bits) and vet diagnosed photosensitisation as a result of his liver fuction being affected due to him being on bute for treating bone spavin. Needless to say we took him off the bute straight away and he never had it again.

If you can not see any sort of area where he may be lying and therefore it possibly being urticaria then i would possibly get the vet to blood test him to check liver function myself.
 
Could also be flies. My girl got a very similar thing a few weeks ago which we're pretty sure was fly bites, cleaned a couple of times with betadine and it cleared up no problem. Again, it didn't bother her in the slightest, just looked horrible.
 
Ho old is he? My friends coloured had exactly the same the vet said is was a horse form of acne she spongewd him off daily with lavender wash, it soon went. I'd give that a try first.
 
Is it just scabby bumps on the skin rather than soft lumps? If so, then my boy gets this on his quarters also from time to time. Like GermanyJo says, I thought it was just a type of rain scald and I usually just bath him with hibiscrub.

It doesn't look/sound like an urticaric rash to me. Mine had urticaria a couple of months ago and this comes up more like smooth, round, fleshy bumps not scabby ones.
