Any ideas what this could be?

My horse developed some patches of flakey skin back in the winter when he was clipped. There were 3 of them about the size of a 10 pence piece and didn't seem to bother him or be itchy. They are under his neck/gullet area. So I kept an eye on them and they didn't get any worse. However, you can still see where these flakey bits were, and the skin seems to have gone really hard and lumpy underneath thet skin. They are no longer flakey and there is hair growing over them. Any ideas what they could be? Sorry if it's not a very good description but I tried taking some pics and you couldn't see it very clearly on the pics.
 
My old gelding had hard flaky lumps under his 'arm pits' (sorry not too sure of correct term) and I have just put them down to being a build up of sweat that I could not get to due to his very hairy coat.

At first I thought they were galls where he lies down but as he is not one to lie down for hours (unlike my lazy TB

) and he is on a really deep shavings bed I digregarded that theory

my chap had some marks like this, it was like insect irritation but isolated to really small areas about the size you said and even on both sides of the throat, theyve gone down now but were really strange!!
 
This could easily be flat sarcoids. Or a sort of pre condition that will respond well to teh application of This cream at 30c potency. There's been a recent thread on the Forum on sarcoids - hope this might help.
