Any one know what these are for?

hobbles limit the movement of a horse. if you were camping and didn't have somethere to enclose your horse you might use them. cowboys used them a lot.
they are also used on mares being covered to stop them booting the stallion.
 
There are many different kinds of hobbles, used for many different purposes.
Some pass from the legs to the neck to stop mares kicking out during breeding.
The ones pictured are most frequently used to stop a horse straying if there is no where to tie up or stable.
Particularly violent horses (or poor horsemen ;)) may use a kind of hobble that restrains one leg and leaves the horse only standing on three, so it can't buck/rear etc.
