anyone know how to level/harrow a sand/rubber surface?

need a surface to put on our outdoor menage, have found a nice rubber called spring ride shred but looks as though it could be a nightmare to harrow as it looks like it will just get all caught up and dragged off. anyone experianced this? or maybe has used spring ride shred? any opinions would be greatly appriciated :)
 
We have a chopped tyre\sand mix surface and I have a 'keep a level' rake that is designed for it. Works well, but to be honest I quite often just use a normal grass harrow and that works almost as well.
