Normally I would agree, but..

She isn't actually touching the cat, she is just scuffing the snow at him. I really can't see she deserved to be attacked like that.

Maybe the cat was winding her dog up? I've known cats that will taunt dogs all day long. Is scuffing snow worse than spraying water? You can see he is not backing off willingly.

Here is another video telling the story. She had taken the cat in 6 months earlier as he was going to be PTS. She describes him as really sweet but the report states that he had already attacked 2 people and when she went out it was because he was going for the dog. If a dog behaved like that cat it would be PTS and I can't see why it should be different for an aggressive cat, they can do serious damage.

And for the record, I adore cats to the point of soppiness so please don't think I have some grudge against them.

Poor cat. Why did she not just take the dog inside? Did 'diffusing the situation' not occur to her. Idiot.

Animal Control tested the cat for rabies... Ironically, to do this they had to put him down. Result was negative. Another animal pays the price for human stupidity.
