Are BE rules changing?

Have BE changed rules recently? I can think of two examples re novice/intermediate rules;
ODT is still competing Maisie Grey at novice even though she has 30 points. I thought they were only allowed to compete with less than 20 points?
Quimbo won an intermediate with AN, it's a 5 yr old but I thought that they couldn't do an int until they were 6.
Anyone know why this is possible???

Now dont absolutely quote me but I think you can still carry on & do a Novice (or whatever level you are on the verge of moving up from!) If you have the correct number of points at the ballot date. I think you will find Maisie Grey only upgraded the week before at Knaptoft.

Not sure about the age thing, the chances of me ever having a 5 yr old ready for Intermediate are absolutely NIL so have never really thought about it!!

You can compete any horse at a one day event at any level once it is 5 and qualified. It has to be 6 to do a 3day I think.

If Maisey Grey was entered for those events and upgraded after the ballot date but hadn't won 4 novices, he could still compete her in a normal novice section. Dunno if that is the case or not.
