I have seen that Asmar Equestrian has a gorgeous new pinstripe tailcoat available. But I am not sure if I would be allowed to wear this in a competition? According to the rules stated by British Dressage - “Tail coats and short jackets may be any plain conservative, dark colour. For example navy, bottle green or charcoal grey etc. Tweed coats should not be brightly coloured or have loud patterns.”

Do you think I would be allowed to wear a pinstripe tailcoat in affiliated British Dressage competitions?

Don't compete affiliated but with the 'plain' clause, I wouldn't have thought so. The way to be most sure is to just get your answer from BD. Drop them an email so you've got it in writing.
