Arena problem

I built a standard size arena 2 years ago. I topped it with a sand/fibre (like hair!) mix and then good quality rubber chips. The surround was built with pallets and is solid to about 2 feet. The problem is the rubber chips seem to be getting kicked out and a quarter of the arena is showing more sand than rubber. I can't use a conventional manage leveller because the fibre in the sand get caught up. So have been raking the sides in by hand and towing a medium size metal gate around the arena on a regular basis to level the arena. I have 2 quite heavy horses which doesn't help as they are not very light on their hooves at the canter. Any ideas how I can improve my arena would be greatly appreciated. The drainage and riding surface are excellent so at least I got something right!
