A basic, professionally installed sand and rubber crumb 20x40 is in the region of £18-20 K, you can get this a bit cheaper by not removing the earth and banking it around the edges instead of putting up fencing, then you are looking at around £16 K + VAT.
If you look at my cushionride post below one of their 20x40 cost about £10K plus VAT

We are currently working out how much it would cost to get separate contractors in to to the individual elements to building an arena and hope to get a sand and rubber for around 10K

ETS, a decent 20 x 60 with a waxed composite surface would set you back in the region of 35-65 K depending on who does it.

have to say though i think the most decent is silica and rubber, of all the surfaces i have been on (im always eyeing them up) they really are fantastic especially if in the right proportion.
A lovely 100mx50m has been done nearby and they have an absolutely fan surface, it is a martin collins ecotrack surface and it is wonderful even under a downpour of rain!
 
RS had a wood chip one done during winter, they had contractors to do the lining and fencing and then just had the chips dumped and raked it all down themselves.

If you or a big group of people do some of the labour yourself it makes it alot cheaper I believe.
