Yes for a new bed.

It is like a chamois leather, when it is dry it is not at all absorbent. Once damp it is very absorbent.

If I am topping up with one bale in a bank then I don't bother as by the time the bale rotates into the middle where the wet is it will have absorbed some dampness from the floor/atmosphere/other bedding.

As above if brand new bed I give it a light sprinkle of the hose and it settles it in to place. If you can deep litter it that is the best way to use it and is so easy to look after.
