In defence of the blue tongue incident, kittel used the fact that the horses mouth was foaming as an example that the horse was happy-

I hadnt realised this but it is actually a side effect of rollkur anyway, because the horse struggles to swallow. So although he used the mouth foaming as a positive sign, it is in fact the opposite.
Makes sense that the horse finds it harder to swallow with its neck in that position.
