Azoturia and frosty mornings

As the title says really. My daughters horse recently suffered from Azoturia. We are still not sure about the cause as he was not on a high protein diet. However I have put him on D&H ERS pellets which is specific for his condition. I know that laminitics are not meant to be turned on onto frosty grass. Does anyone know if this applies to horses which tie-up?
 
Tie up is caused by a carbohydrate overload, not protein. Basically too much grain and not enough work. My horses live out 24/7, so I don't really understand the thing with frosted grass. Mine eat it no problem and I've never heard of any issues with it and tie-up.
