back at the knee

My farrier says my horse is 'back at the knee' and this is why she's had problems with her front feet. He keeps her front feet very short and uses side clips rather than a toe clip to help with her hoof balance. Can anyone advise how serious a conformational fault this is, and what sort of problems it can cause. My big fear is that it could make her more likely to get navicular syndrome.

I've always been led to beleive that being back at the knee put the tendons under much more strain, and more likely to suffer injury.
